NSW heavy vehicle registration, HVIS inspections and the NHVR: what owners need to know

Light versus heavy
Vehicles up to 4.5 t GVM are registered like a car and need a pink slip (eSafety check) once they are over five years old. Vehicles over 4.5 t GVM are heavy vehicles and sit under the Heavy Vehicle National Law, administered by the National Heavy Vehicle Regulator (NHVR).
HVIS inspections
In NSW, heavy vehicles need a Heavy Vehicle Inspection Scheme (HVIS) inspection at an authorised station before registration can be established or, in most cases, renewed. The inspection covers brakes, steering, suspension, tyres, lights and structure. We can arrange the inspection on a truck you buy from us.
Transferring registration
When you buy a registered truck, lodge the transfer with Service NSW within 14 days. Stamp duty is payable on the dutiable value. Interstate trucks must be re-registered in NSW if they are garaged here, which usually means an identity inspection and an HVIS check.
Chain of Responsibility
Everyone in the supply chain – schedulers, loaders, consignors and operators – has a duty to ensure safety. Keep maintenance records, manage driver fatigue and don't overload. Fines apply to the business, not just the driver.
Accreditation
Operators doing concessional mass, higher mass limits or fatigue-managed work may need NHVR accreditation (NHVAS) or an industry scheme such as TruckSafe. Ask us if the truck you are buying has been in an accredited fleet; the maintenance records are usually excellent.
PBS vehicles
Performance Based Standards approvals allow longer or heavier combinations on approved routes. The approval is tied to the specific vehicle and combination; make sure the paperwork comes with the truck.
Trailers
Trailers over 4.5 t ATM are heavy vehicles too and need their own HVIS inspection and registration. Check the compliance plate date and brake type (EBS/ABS is required on newer heavy trailers).
